 iving a lecture at the Leiden University Centre for International Relation
 s in the Hague\, Netherlands. Branka will be speaking about the protectio
 n of civilians and future warfare.\n\nAI warfighting and legal\, ethical a
 nd technical concerns\nMilitaries are increasingly integrating new technol
 ogies\, such as artificial intelligence\, into warfighting transforming th
 e contemporary and future battlefields. These new technologies raise a num
 ber of legal\, ethical and technical concerns. Crucially\, important quest
 ions remain regarding the protection of civilians as increasingly autonomo
 us systems are deployed. The need for a multi-layered governance approach\
 , including an international agreement that prohibits and sets limits on p
 articular uses of autonomous systems in warfare\, will be examined. Our sp

 l take place on February 23 and 24\, in Belén de Heredia.\nThe initiative
  is the first of its kind in the region and will attract government expert
 s from Latin America and the Caribbean\, as well as observer countries\, r
 epresentatives of the International Committee of the Red Cross\, the Unite
 d Nations\, academics and civil society leaders.\nThis exchange will be th
 e basis of the regional dialogue on the humanitarian and social impacts of
  autonomous weapons\, as well as the challenges that this type of weaponry
  poses to peace\, security and humanitarian law.\nThe call reaffirms Costa
  Rica's position as an unarmed democracy\, a neutral country and a world l
 eader in peace initiatives\, as well as its commitment to Latin America an
 d the Caribbean as a region free of nuclear weapons and a Zone of Peace.\n
 In this sense\, the country joins the call of the Secretary General of the
  United Nations\, António Guterres\, who described autonomous weapons as 
 "morally repugnant" and indicated that international law should prohibit t
 hose that operate without human participation.\nFaced with reports on the 
 development\, sale and use of weapons with an increasing degree of autonom
 y\, the Government of Costa Rica took the initiative to hold the conferenc
 e.\nAfter this call\, it is expected to reactivate the international debat
 e\, with the purpose of contributing to the progress of the negotiations w
 ithin the framework of the Convention on Certain Conventional Weapons and 
 in other international forums. Said negotiations are carried out at the Un
 ited Nations headquarters in Geneva\, Switzerland\, and Costa Rica partici
 pates actively.\nAn approach to autonomous weapons. Although there is no a
 greed definition\, the scientific and academic community\, as well as civi
 l organizations\, define these weapons as those that select targets and ap
 ply force without human intervention.\nWhen someone activates an autonomou
 s weapon\, they don't know exactly what people or objects they will attack
 \, nor do they know precisely where or when that attack will occur. This i
 s because such systems activate autonomously\, in reaction to what their p
 re-programmed sensors detect in the field.\nThe important element is that 
 the weapon would have autonomous "choice" regarding the selection of a tar
 get and the use of lethal force\, without the need for any intervention by
  a human operator.\nIn 2021\, the Ministries of Foreign Affairs and Worshi
 p\; Public Security\, and Science\, Innovation\, Technology and Telecommun
 ications\, in conjunction with FUNPADEM\, carried out the official launch 
 of the national campaign "For a country free of autonomous weapons: techno
 logy at the service of peace." The plan was developed with the support of 
 experts from the scientific\, security and international humanitarian law 
 areas\, both from the country's public and private sectors.

DESCRIPTION:Research Security has become a growing concern for academic ins
 titutions\, the Canadian government\, researchers\, and the wider public. 
 Research security broadly refers to the means to protect expertise\, data\
 , technology\, and know-how that could help hostile states\, criminal orga
 nizations\, or commercial competitors to advance their geopolitical\, econ
 omic\, and security interests at the expense of Canada’s national intere
 st. This can include stealing\, cyber-attacks\, interfering\, and transfer
 ring researchers’ proprietary knowledge and IP from Canada without their
  consent or knowledge.\nFrom raising awareness and understanding among fac
 ulty on the appropriate application of potential policies and procedures r
 egarding legal protection of IP\, export control of dual use technologies\
 , and the growing requirements of tri-council research grant agencies\, th
 e issue of safeguarding of academic research from potential foreign threat
  actors has increased in importance. The geopolitical environment necessit
 ates this increased threat awareness. This two-day workshop at the Univers
 ity of Waterloo serves to share some of the concerns of stakeholders on al
 l things related to research security. The workshop will feature panels of
  academics with expertise on the threat to research from foreign actors\, 
 leaders of various funding agencies\, senior government officials working 
 on national security\, public safety\, and national defence.\nThis worksho
 p will help build broad awareness among the academic community regarding t
 he importance of research security\, the type of known risks to research\,
  provide direction and guidance on how to protect their research and asses

 eptions about the advantage provided by AI technologies to militaries is s
 haping the push for the deployment of technologies that may not be ready f
 or war zones.\nRegulation\, while more vibrant in the last six months\, is
  still lagging and several countries are pushing for voluntary measures. C
 rucially\, the issue is all the more concerning as it is happening against
  the background of a growing global competition and heightened tensions be
 tween the United States and China\, where AI dominance is seen as a centra
 l aspect. An effective multilevel governance framework is necessary to add
 ress the scale of the challenge.\nDr. Branka Marijan is a senior researche
 r at Project Ploughshares. She leads the research on the military and secu
 rity implications of emerging technologies. Her work examines ethical conc
 erns regarding the development of autonomous weapons systems and the impac
 t of artificial intelligence and robotics on security provision and trends
  in warfare. She holds a PhD from the Balsillie School of International Af
 fairs with a specialization in conflict and security. She has conducted re
 search on post-conflict societies and published academic articles and repo
 rts on the impacts of conflict on civilians and diverse issues of security

DESCRIPTION:Senior Researcher Branka Marijan will deliver a lecture as part
  of the Third Age Learning AI Lecture Series.\nSo called killer robots mig
 ht present the most frightening application of AI in many ways. Utilizing 
 AI technology in munitions and weapons has deadly implications. The potent
 ial absence of oversight and control of autonomous weapons can be disconce
 rting. The possibility for error can have deadly consequences to non-comba
 tants. AI has been more commonly deployed in the form of cyberwarfare infi
 ltrating systems to disrupt systems such as electrical power grids.\nThis 
 session will cover the current understanding of autonomous weapons\, the n
 ecessary requirements to ensure civilian protection and the future risks w
 ithout regulation. The need for strict regulations reflects the political 
 considerations and military strategies of past and recent conflicts that h
 ave targeted civilians and civilian infrastructure. Specific regulations n
 eed to address the minimum limits to the extent of human control\, restric
 tions on types of autonomous weapon systems and the situations in which th
 ey are utilized. Learning from previous arms control and disarmament agree
 ments provides frameworks to address the challenges of regulating AI techn
 ologies.

DESCRIPTION:Senior Researcher Jessica West will participate in a webinar\, 
 hosted by Secure World Foundation (SWF)\, on the United Nations Open Ended
  Working Group (OEWG) on Reducing Space Threats\, October 26.\nSpace secur
 ity discussions within the United Nations have been taking place since the
  early 1980s\,although without much progress. Over the last several years 
 there has been an attempt to reboot these discussions by shifting them fro
 m debating definitions and prohibitions on space weapons to discussions on
  broader space threats and responsible or irresponsible behavior.\nIn 2021
 \, the United Nations General Assembly (UNGA) voted to convene an Open-End
 ed Working Group (OEWG) on “Reducing space threats through norms\, rules
  and principles of responsible behaviours.” The OEWG on Reducing Space T
 hreats held four week-long meetings across 2022 and 2023 that included mor
 e than seventy countries and featured some of the first substantive discus
 sions on space security since the 2011Group of Governmental Experts on Tra
 nsparency and Confidence-building Measures in Outer Space Activities. The 
 OEWG completed in August 2023 without having reached consensus on a summar
 y report of their discussions\, let alone agreement on ways to address the
 se critical issues. Concurrently\, the United States launched a new initia
 tive with a voluntary moratorium on destructive direct ascent anti-satelli
 te (DA-ASAT) missile testing\, which has since garnered additional pledges
  from 34 additional countries.\nPlease join SWF for a webinar to discuss a

 al conferences\, with a regional or topic/theme dimension in non-General C
 onference years.\nThe IARIW is partnering with the Centre for Internationa
 l Governance Innovation (CIGI)\, an independent\, non-partisan think tank\
 , to hold a conference on the valuation of data. The IARIW-CIGI conference
  will take place November 2–3\, 2023\, at the CIGI Campus in Waterloo\, 
 Ontario\, Canada.\nThe purpose of this conference is to push the boundarie
 s of new knowledge on the valuation of data\, bringing together experts an
 d researchers from various fields to explore innovative approaches and ins
 ights. The conference will feature 19 papers that will advance the researc
 h in data valuation\, covering topics that will drive transformative impac
 t in the field and shape the future of data valuation practices.\nThe meas
 urement of the value of data is a topic of interest to many IARIW members.
  It is also part of the agenda on the current System of National Accounts

DESCRIPTION:Senior Researcher Jessica West will attend the Canadian Council
  on International Law's annual conference\, this year titled\, Inside the 
 Venn: International Law at its Intersections.\nPractitioners and academics
  working in International Law are more than ever existing at the intersect
 ions of laws\, resolving problems with new rules\, new institutions\, and 
 recalibrating them as global and regional circumstances change. Where inte
 rnational law converges\, competes\, or co-exists with domestic and region
 al legal orders\, practitioners of (international) law increasingly requir
 e subject matter experts to deepen otherwise traditional spheres.\n​In 2
 023\, the CCIL Annual Conference will examine cross-jurisdictional\, and i
 nterdisciplinary dimensions of International Law. The creation of internat
 ional law occurs at intersections in a Venn diagram: domestic and internat
 ional\, or cross border regulation\; international law and the social scie
 nces\; resource management\, environment\, climate change\, indigenous pro
 tections\, and economic development\; international financial regulation\,
  criminal law\, and law of the sea\; international trade and investment\; 
 dispute resolution\; humanitarian law and international human rights. Inte
 rnational governance of financial institutions and resource management hav
 e growing intersections with multiple sub-fields of international law\, tr
 aditionally seen as independent.
