Utilizing AI technology in munitions and weapons has deadly implications. The potent ial absence of oversight and control of autonomous weapons can be disconce rting. The possibility for error can have deadly consequences to non-comba tants. AI has been more commonly deployed in the form of cyberwarfare infi ltrating systems to disrupt systems such as electrical power grids.\nThis session will cover the current understanding of autonomous weapons\, the n ecessary requirements to ensure civilian protection and the future risks w ithout regulation. The need for strict regulations reflects the political considerations and military strategies of past and recent conflicts that h ave targeted civilians and civilian infrastructure. Specific regulations n eed to address the minimum limits to the extent of human control\, restric tions on types of autonomous weapon systems and the situations in which th ey are utilized. Over the last several years there has been an attempt to reboot these discussions by shifting them fro m debating definitions and prohibitions on space weapons to discussions on broader space threats and responsible or irresponsible behavior.\nIn 2021 \, the United Nations General Assembly (UNGA) voted to convene an Open-End ed Working Group (OEWG) on “Reducing space threats through norms\, rules and principles of responsible behaviours.” The OEWG on Reducing Space T hreats held four week-long meetings across 2022 and 2023 that included mor e than seventy countries and featured some of the first substantive discus sions on space security since the 2011Group of Governmental Experts on Tra nsparency and Confidence-building Measures in Outer Space Activities. The OEWG completed in August 2023 without having reached consensus on a summar y report of their discussions\, let alone agreement on ways to address the se critical issues.
