The space domain, while a global commons, is revealing its vulnerability as it is increasingly congested, contested, and cartelised. Conflict in outer space seems imminent—an almost natural extension of terrestrial military and geopolitical competition and tensions. A growing number of States are creating strategies in which outer space is a designated domain of warfare, and a race is now on to develop counter-space capabilities.
Now is the time for the international community to ask and answer a most important question: Is the outbreak of conflicts in outer space preventable or unavoidable?
With input from a geographically diverse panel of distinguished experts, this roundtable aims to foster dialogue on this critical question for our time.
