NORAD Renewal: Considerations for the parliamentary debate

As Parliament debates the renewal of NORAD, the following should be considered:

  1. No indefinite extension of NORAD without public consultations on current and proposed changes in North American security.
  2. NORAD’s separation of joint warning functions from national surveillance and control functions in the space and maritime environments should be extended to air operations as well.
  3. Contrary to the explanatory memorandum accompanying the NORAD agreement, national surveillance and control of Canadian airspace would not add significant costs.
  4. A continental mechanism for integrated warning and attack assessment should be truly continental and thus include all of North America.
