As Parliament debates the renewal of NORAD, the following should be considered:
- No indefinite extension of NORAD without public consultations on current and proposed changes in North American security.
- NORAD’s separation of joint warning functions from national surveillance and control functions in the space and maritime environments should be extended to air operations as well.
- Contrary to the explanatory memorandum accompanying the NORAD agreement, national surveillance and control of Canadian airspace would not add significant costs.
- A continental mechanism for integrated warning and attack assessment should be truly continental and thus include all of North America.
