Washington’s active exploration of ways and occasions to use nuclear weapons, as set out in the its “Nuclear Posture Review” (NPR), stands in stark contrast to Canada’s own “nuclear posture” which urges the government toward an activist disarmament policy.  Pentagon planners articulate this objective: to portray nuclear weapons as a legitimate, positive means of assuring allies and friends, dissuading competitors, deterring aggressors, and defeating enemies.
